His professional background includes leading complex programs for Federal and State agencies and Fortune 500 organizations, where he successfully managed large-scale initiatives, multidisciplinary teams, and transformative organizational projects.

Driven by a passion for addressing behavioral health disparities and expanding access to care, Larry founded ELKA Healthcare Services to provide compassionate, culturally responsive, and evidence-based mental health services. Under his leadership, ELKA has grown into a trusted provider offering Outpatient Mental Health Clinic (OMHC) services, Psychiatric Rehabilitation Program (PRP) services for adults and minors, medication management, and other community-based behavioral health programs.
